I think the phrase arose as a way around having to sound like Jerry Seinfeld and start every line with "Have you every noticed..." or "What is the deal with...". So, thanks a lot, Jerry. You've created another stupid phrase in this country thanks to your delicious, delicious comedy. Damn you!! On the contrary, I think usually the person who says that wants to do the explaining.
